Update to reflect the current situation of OpenRCT2 language support

# Plans
OpenRCT2 is planning to switch to UTF-8 to support a wide array of languages. Font support will also have to be added, as the current font is a bitmap font with only glyphs for the languages mentioned earlier.

Languages are maintained in [the Localisation repository](https://github.com/OpenRCT2/Localisation). You can submit new languages or corrections for existing ones there. Changes are merged into the main repository every night.
