Michał Janiszewski 545bb6379f Disable ARM64 MSVC job for now
It was found in testing it takes too long to be included in default CI
configuration and needs to be disabled until a solution to that is
found, such as
* https://github.com/OpenRCT2/OpenRCT2/issues/16895
* https://github.com/OpenRCT2/OpenRCT2/pull/15997
