9d965ccfb6 Part of #12017 - create gfx_draw_sprite overload (#12026) 
* Part of #12017 - create gfx_draw_sprite overload

Part 1. Creates the overload and replaces about a half of the calls since there are too many for one PR.

5a7fbc8054 Fix #11961: Plugins: ViewportWidget unable to be moved or resized (#11997) 
- Ensure child controls for dropdown and spinners are moved.
- Ensure viewport bounds are re-calculated if widget is moved / resized.

9c26c9776b Fix plugin dropdown widget items not appearing (#11729) 
Commit e182791 (mistakenly?) removed the code to populate the custom
dropdown widget's items from the list of strings passed in from the
plugin. This replaces that code.

32eb7071a1 Fix #11550: Use std::nullopt instead of empty brace (#11595) 
This is technically a gcc bug from the looks of it but since std::nullopt is slightly easier to read I've gone through the codebase and used that over empty braces. In addition noticed a mistake on the scripting viewport get widgetIndex function where it would return an incorrect widgetIndex.
