This issue, along with several related language-specific
trunctions, was traced back to the fact that ScenarioIndexEntry
uses a fixed-length array of utf8 characters to store the name,
internal name, and scenario details. In some cases, this does
not provide enough characters to contain the full description
and so the safe copy methods truncate them to fit in the
available buffer.
Since the use of fixed-size arrays is a holdover from earlier
C code, this commit addresses the issue by changing ScenarioIndexEntry
to use proper utf8 strings and string views, which do not require
truncation.

* Adopt existing namespaces into OpenRCT2 namespace
This adds `using namespace OpenRCT2` to compilation units where appropriate,
as a means to get the codebase to compile until these units have been placed
in a namespace of their own.
The order of the scenarios is listed in the same order listed on the UCES website. This also allows for translating the scenarios to other languages!

Utopia Park is the only scenario in RCT1 that uses different names in the scenario list and for the park. Since we use the former to identify scenarios, correct it.
Also add an alias to keep the very popular pack by Crappage working.
Clang-format sees the text behind `#pragma region` as code and formats it. Instead of stating the copyright and date there, it's now in the comment block right below it. The text "Copyright" is left in the `#pragma region` line, as clang-format sees it as a single identifier.
I took the opportunity to normalize the dates, and add the copyright notice to the source files where it was missing them (except for third-party and the generated resources.h file).
New command goes by LOADSC in script files and in the enumeration.
Scenarios are stored using the internal also used for localisation.
Scenarios selected can only be scenarios to originally come with one of
the games or expansions.
Modified Scenario Select window to have a mode just for title editor
scenario selection.
